1990 Ford F150 302 Engine Rebuild / Overhaul An Engine - Harmonic Balancer and Water Pump - Part 19, Trouble has come to my Garage......
Ford 302 Update:
You know when your in trouble is when you have to get a out the torch to unloosen a bolt. I over-torqued the crankshaft bolt and could not remove it with a 2 foot breaker bar.
If any of the elastimer(rubber) in side the harmonic belancer is rotting away, then i would recommend getting new balancer, as this elasimer is what keeps the vibration down.

A few lessons learned here:
Get a new Harmonic Balancer and always get a new quality pump.....
Put them in the budget and dont think twice, if its old like mine was.
